The poem is William Blake's "America: A Prophecy", pertaining to the american revolution in mystical terms. It should be "Fiery the angels rose..."(the spirit of the revolution rising up), but was misquoted by the replicant to express his dissillusionment with the 'human' spirit. It was a deliberate misquote.
